## Decision

The v3 layer is stronger than v1 and v2 because the high band is smaller and more specific. However, any high-resemblance row that relies on structural inference rather than direct operational evidence should be downgraded or explicitly caveated before use in a client-facing assessment.

The next build step is to generate a client-facing report skeleton from only pass and pass_with_caveat rows. Revise and hold rows should remain internal until their source evidence is strengthened or their resemblance band is downgraded.

## Product Rule Added

No client-facing finding should be emitted unless it has: evidence anchor, falsification test, boundary, primary pathology support, and allowed claim language that does not predict failure or imply wrongdoing.
