## Purpose

v12 applies conservative corrections from the 78-row v11 external verification packet source check. It does not overwrite v11; it creates a new baseline after validation stress.

## Actions Applied

- Reanchored Allstate AI/privacy and claims-sharing rows to more specific Allstate sources.
- Reanchored Fannie Mae DU validation vendor dependency to a more specific Fannie Mae validation-service source.
- Reanchored FAFSA verification documentation to an official Federal Student Aid article and downgraded it to caveated.
- Reanchored Root telematics data collection to Root public filing and downgraded it to caveated.
- Downgraded NFIP final-agency-review row from client_ready to client_ready_with_caveat pending exact-page confirmation.
- Moved the broad PG&E service-continuity row to revise_internal pending narrower re-anchor or splitting.
- Marked Fannie Mae, UHC, FEMA, and Meta rows as official-source-supported but fetch-limited where browser/search verification found official support and the script hit 403/timeout.

## Limit

v12 still requires external human review. Automated source checks are useful for triage, but exact source support must be confirmed before client use where a row is consequential.
