## Purpose

v15 applies the second Claude external validation report against the v14 baseline.

## Fixes Applied

- Applied a global null-row convention: held null/absence rows now use low_resemblance and a null claim template.
- Downgraded OCL-0010 Lemonade from client_ready to client_ready_with_caveat and added source freshness fields because the source is 2016-era.
- Moved OCL-0047 Liberty Mutual RightTrack from client_ready to hold_internal pending rendered-DOM evidence or static re-anchor.
- Relabeled OCL-0424 ElevenLabs and OCL-0256 Adobe provenance rows to Evidence-Container Illusion.
- Downgraded OCL-0146 SNAP eligibility from moderate_resemblance to low_resemblance.
- Rewrote OCL-0656 and OCL-0494 boundaries into does-not-prove form.
- Directly verified OCL-0577 Verizon PDF and marked the pay-while-disputing anchor as verified.

## Limit

v15 closes the mechanical findings from External Validation Report 002. It does not replace future rendered-DOM source verification for JavaScript-heavy pages.
