## Purpose

v16 is a narrow cleanup after the v15 audit found two remaining boundary-hygiene flags.

## Fixes Applied

- OCL-0378 Avigilon AI Video Analytics boundary rewritten into does-not-prove form.
- OCL-0591 Unemployment Overpayment Waiver boundary rewritten into does-not-prove form.
